Why this toolkit

Most training is judged by attendance and satisfaction. The question that matters is whether people do their jobs better afterwards. When the World Bank’s Independent Evaluation Group reviewed the Bank’s training portfolio, it found that most training produced learning, but improved the capacity of client institutions only about half the time. Training is necessary. It is rarely sufficient.

This toolkit is the practical companion to Diagnosis before delivery, Praxis Policy Brief No. 2. Each of the brief’s five requirements for funders and leaders has a step and a worksheet here.

Inside the toolkit

  • A foreword by Dr Simon Aseno, President and CEO
  • The evidence on why training alone is not enough, and what makes learning transfer to work
  • The four levels of evaluation, with indicators, methods and timing for each
  • Six steps from training to practice
  • Six printable worksheets: performance problem, barrier analysis, transfer plan, indicator matrix, follow-up schedule and budget, and results summary
  • A fictional worked example, a programme quality checklist and twelve references
